got the tank back on, running on all 4 cylinders! YAY!
after stopping the engine, 4th carb overflowed about 3-4 oz of fuel. got the bowl off, cleaned up some gunk. sprayed cab cleaner all over. (i just rebuilt the carbs, so i shouldn't have any of that gunk stuff in my carb, but i guess it came from the gas tank. that means, i might need to get other bowls off and clean them, too.) i ran it again, no more overflowing.
while i was at it, i installed a fuel filter. (which i guess i should have done before putting the tank back on.)
